The Bureau of Industry and Security (BIS) will offer a virtual seminar entitled Reexports under the EAR on July 28. Eileen Albanese, Director of the Office of National Security and Technology Transfer Controls (NSTTC), and Sharron Cook and Nancy Kook of the Regulatory Policy Division (RPD) of the Office of Exporter Services (OExS), will explain how to determine if items made outside the United States are subject to the Export Administration Regulations (EAR) by using the Foreign Direct Product (FDP) rules, including the new Entity List related FDP, and the De minimis rules. They will also discuss how to apply for a reexport license, common license exceptions used to reexport, and compliance tips. The subject matter will be of particular interest to those outside the United States who may deal with U.S.-origin items or items subject to the EAR.

Submitting written questions in advance: Registered attendees may submit their written questions to the presenters in advance, as soon as they have registered. This will facilitate responses to potentially complex individual fact patterns.

“Encryption Controls Virtual Seminar”

August 11 - 12, 2021

The Encryption Controls virtual seminar is an in-depth session that will focus on the unique provisions related to encryption under the Export Administration Regulations (EAR).  Bureau of Industry and Security (BIS) licensing officers will provide a comprehensive overview of controls on encryption in the EAR, including what items are and are not controlled in Category 5 Part 2, License Exception ENC and mass market provisions (740.17), encryption classification and licensing, deemed exports, and rules regarding foreign product development using U.S. origin encryption parts and components.  The program will allow for live Q&A, provide detailed electronic reference materials for ongoing use, and allow attendees the opportunity to view recordings of the sessions for a limited period following the seminar. 

Prerequisite:  The prerequisite for this course is completion of the Complying with Export Controls Seminar or equivalent experience.

Instructors:  The instructors are experienced export policy specialists from BIS’ Information Technology Controls Division in Washington D.C.

Location / Time:  This is a virtual interactive training program that participants can access from the convenience of their home or office.  Computer or laptop with audio and reliable and stable internet connection is required.  Interactive exercises and live question and answer sessions will take place on www.menti.com.  Please ensure that you can access this website.

Complying with U.S. Export Controls

The two-day virtual program is led by BIS's professional counseling staff and provides an in-depth examination of the Export Administration Regulations (EAR). The program will cover the information exporters need to know to comply with U.S. export control requirements on commercial goods, and other items subject to the EAR. We will focus on what items and activities are subject to the EAR; how to determine your export control classification number (ECCN); steps to take to determine the export licensing requirements for your item; when you can export or reexport without applying for a license; export clearance procedures and record keeping requirements; and guidance in applying this information. Presenters will conduct a number of "hands-on" exercises that will prepare you to apply the regulations to your own company's export activities. This program is well suited for those who need a comprehensive understanding of their obligations under the EAR.

 

About the Instructors

The instructors are experienced export policy professionals, engineers, and enforcement personnel from BIS's Washington, D.C. headquarters and field offices, as well as representatives from other U.S. government agencies as appropriate. The instructors will be available virtually through an on-line chat function to answer your questions on how the export regulations affect the export activities of your organization or client.

This program will be held virtually through WebEx. The program will begin at 8:30 a.m. and end at 5:00 p.m. Eastern time (UTC-4:00) each day.

The registration fee for the Complying with U.S. Export Controls virtual seminar is $380. The fee includes hard copy materials that will be shipped to each registered attendee in advance, and a certificate of completion for the seminar. 2022 Update Conference on Export Controls and Policy

Building a Network of Global Cooperation

The Bureau of Industry and Security (BIS) will offer a hybrid Update Conference on Export Controls and Policy Wednesday, June 29–July 1, 2022. This 35th annual conference will be offered in-person at the Marriott Marquis in Washington, D.C., and also virtually for the first two days. It will include keynote speakers, plenary sessions, breakout sessions, and an Exhibit Hall. Roundtable sessions with experts on many topics will be offered on the third day in-person only. There will be one reception at the end of the first day. The theme of this year’s conference is Building a Network of Global Cooperation.
