USML to CCL Regulatory Changes

 

Since 2013, certain items that do not warrant control on the USML have transitioned to the Commerce Control List (CCL). The Office of Technology Evaluation (OTE) evaluates the impact and effectiveness of these regulatory changes by compiling export and licensing data. The analyses below reflect major USML to CCL rule changes as well as usage of Strategic Trade Authorization (STA), an export license exception authorization established in 2011 which may be used to export many former-USML items.
