The U.S. Department of Commerce, Bureau of Industry and Security (BIS), Office of Technology Evaluation (OTE) is conducting a survey and assessment of the use of mature-node semiconductor devices in the supply chains that support—directly or indirectly—U.S. national security and critical infrastructure. The assessment initiated at the direction of the Secretary of Commerce as part of the Department’s ongoing work to develop robust semiconductor supply chains, support domestic production of semiconductors, and protect U.S. national security.

Your organization has been identified as a supplier—either directly or indirectly—of products containing semiconductor devices that are essential to U.S. national security or critical infrastructure. Your organization’s participation is vital to ensure a comprehensive dataset for the assessment. OTE has worked in close partnership with industry in the past on a variety of assessments concerning U.S. industrial base sectors, and we anticipate similar cooperation from you on this effort.

This assessment will support U.S. government policymaking by increasing understanding of the use, sourcing, and transparency of the supply of mature-node semiconductor devices that support U.S. national security and critical infrastructure.

If your organization was contacted by BIS, your organization is required by federal law (50 U.S.C. § 4555) to complete the survey. All information submitted to BIS is protected as Business Confidential under provisions of the Defense Production Act (DPA) of 1950, as amended. Data submitted in response to this survey is restricted from public release. Public disclosure of identifiable information collected via this survey requires the specific determination from the President, Secretary of Commerce, or Under Secretary of Industry and Security that withholding this information is contrary to the interest of the national defense. Survey response information is protected from release following Freedom of Information Act (FOIA) requests.

If your organization was not contacted by BIS, but is interested in voluntary participation in this assessment, written comments, data, analyses, or information pertinent to this request can be submitted to BIS no later than April 30, 2024.
