Office of Nonproliferation and Treaty Compliance (NPTC):

This office is responsible for administering the Commerce Department’s multilateral export control responsibilities under the Nuclear Suppliers Group, the Missile Technology Control Regime and the "Australia Group" (chemical and biological controls). It also administers U.S. unilateral foreign policy export controls. In addition, this office is responsible for the industrial compliance provisions of arms control and disarmament treaties (e.g., Chemical Weapons Convention and Additional Protocol) and for representing U.S. industry and security interests in the multilateral arms control and disarmament deliberations (e.g., Biological and Toxin Weapons Convention).

Office of Strategic Industries and Economic Security (SIES):


This office is responsible for policy actions, export licenses, commodity classifications, license determinations, and advisory opinions for 600 series items. In addition, this office is responsible for several additional defense trade and industrial policy programs.

Office of National Security and Technology Transfer Controls (NSTTC):

This office is responsible for issues related to national security export and reexport controls. It implements multilateral export controls for national security reasons to comply with the Wassenaar Arrangement to control the spread of dual-use goods and related technologies. It is also responsible for U.S. export control policy for encryption and administers the export licensing responsibilities for foreign nationals under the "deemed export" technology rule. It also administers the "short supply" provisions of the Export Administration Regulations. This office is responsible for policy actions, export licenses, commodity classifications, license determinations, and advisory opinions for affected commodities and is the focal point for commodity jurisdiction assessments.

Office of Technology Evaluation (OTE):

This office is the focal point within BIS for analyzing trade data, the impact of export controls on U.S. interests, and the capabilities of the U.S. industrial base to support the national defense. OTE works to maintain and enhance national and economic security by: analyzing export licensing and trade data; conducting primary research and analysis on critical technologies and defense-related industrial sectors; gauging the effect of the dual-use export control system on U.S. interests; investigating the effects of imports on national security; analyzing foreign availability of critical products and technologies; determining if measures are needed to protect the U.S. economy from supply shortages; and administering Technical Advisory Committees.

Export Enforcement

Office of Antiboycott Compliance (OAC):

The Office of Antiboycott Compliance (OAC) administers and enforces the antiboycott provisions set out in Part 760 of the Export Administration Regulations (EAR). These Regulations discourage, and in certain circumstances, prohibit U.S. companies from taking specific actions in furtherance for support of an unsanctioned foreign boycott, including complying with certain requests to provide information about business relationships with a boycotted country or to refuse to do business with certain persons for boycott-related reasons. Receipts of such requests may be reportable to OAC and compliance with such requests may be prohibited by the EAR.

Office of Enforcement Analysis (OEA):

The Office of Enforcement Analysis (OEA) supports the Export Enforcement (EE) mission by evaluating all-source information, including publicly available and government-privileged information, to: provide information to BIS and the interagency export control community to inform adjudication of export control license applications; promote U.S. exports by preventing the diversion or misuse of export controlled items abroad through end-use checks, outreach, and cooperation with foreign governments; identify potential violators of export control laws that imperil U.S. national security; and support law enforcement actions that could result in both criminal and civil penalties, thereby encouraging compliance with the U.S. export control regime.

Office of Export Enforcement (OEE):

The Office of Export Enforcement (OEE) is the largest program office in BIS with locations in 20 cities around the country. OEE Special Agents are sworn Federal law enforcement officers with authority to make arrests, execute search warrants, serve subpoenas, and detain and seize goods about to be illegally exported. OEE investigations are initiated on information and intelligence obtained from a variety of sources, and are conducted to objectively and thoroughly gather testimony and evidence of alleged or suspected violations of export control laws. OEE works closely with attorneys in the Department of Justice and the Office of Chief Counsel for Industry and Security to prosecute criminal and administrative cases
