The Bureau of Industry and Security co-chairs the interagency National Defense Stockpile Market Impact Committee (MIC) that advises the Department of Defense on the potential economic impact of acquisitions and disposals of materials from the Stockpile.

The MIC is comprised of representatives from the Departments of Commerce, State, Agriculture, Defense, Energy, Homeland Security, Interior, and Treasury, and is co-chaired by the Departments of Commerce and State.  The Fiscal Year 2003 National Defense Authorization Act directs the MIC to consult with industry representatives that produce, process, or consume the materials contained in the Stockpile.

This Website includes a wide range of MIC resources, including a link to the Defense Logistics Agency – Strategic Materials Website, copies of the most recent Federal Register notice published by the MIC requesting public comments on proposed Stockpile disposal plans, and a link to the Bureau of Industry and Security’s Freedom of Information Act Reading Room Website where public comments are posted.

The MIC publishes Federal Register notices to request public comments on the potential market impact of proposed Stockpile disposals as enumerated in the Defense Logistics Agency - Strategic Materials’ Annual Materials Plans.  These notices request that interested parties provide written comments, supporting data and documentation, and any other relevant information on the potential impact of the sales of these commodities.

Interested parties are encouraged to submit comments and supporting information at any time to keep the MIC informed as to the market impact of the sales of these commodities.  Anyone submitting business confidential information should clearly identify the business confidential portion of the submission and also provide a non-confidential submission that can be placed in the public record.
