Combined - Export Control Reform -Technology Controls - Encryption Controls

The Export Control Reform seminar provides training on the elements of the Export Control Reform (ECR) initiative relating to the transition of items from the U.S. Munitions List to the Commerce Control List, the definition of "specially designed", and the unique requirements of the Strategic Trade Authorization for these items. This seminar is recommended for exporters of defense items with limited exposure to the Export Administration Regulations (EAR). The Technology Controls seminar will focus on the EAR requirements for exports of technology and software, what constitutes an export or reexport of technology or software, and what technology and software is subject to the EAR. The Encryption Controls program will cover the provisions for >64-bit "mass market" encryption, encryption review and reporting requirements, and Encryption Licensing Arrangements. These seminars will explain specific classification rules and the license exceptions available for these specialized areas.

Prerequisite: Participants should, at a minimum, have a working knowledge of the Export Administration Regulations, and an understanding of what is required to comply with U.S. export requirements.

About the Instructors

The instructors are experienced export policy specialists and engineers from BIS's Washington, D.C. headquarters. The instructors will be available throughout the seminar to answer your questions.

Location/time

The program will be held at the Center for American and International Law, 5201 Democracy Drive, Plano, TX 75025-3561. Registration and continental breakfast will begin at 7:00a.m. on December 3rd. The program will begin at 8:00a.m. and end at 5:00p.m. on each day.
