On May 9-10, 2013, the Society for International Affairs, in partnership with the Department of Commerce, will host a two day conference on The Implementation of Export Control Reform at the Crystal Gateway Marriott in Arlington, Virginia.
On April 15, 2013, in support of the President’s Export Control Reform (ECR) Initiative, the Departments of State and Commerce published Final Rules revising the International Traffic in Arms Regulation (ITAR) and Export Administration Regulations (EAR) officially implementing Export Control Reform. Although a number of revisions are contained in each Rule, the key objective of both Rules is to put in place the structure, provisions and definitions required for the development of a positive control list, and allow certain munitions items controlled on the U.S. Munitions List (USML) to move to the licensing jurisdiction of the Commerce Control List (CCL).
The intent of this conference is to assist the members of SIA, as well as the broader exporting community, in effectively navigating through the changes set forth in these revisions, and to provide a more in-depth understanding of implementation requirements prior to the October 15, 2013 effective date of these Rules. This conference will provide ECR implementation perspectives from the Department of Commerce, State, and Defense, and will include among other topics, in-depth discussions on the Realigning of Control Lists, the new 600 Series, Specially Designed, License Exception STA and other EAR Exceptions, and Transition issues in general. In addition, this Conference will include hands-on exercises for the attendees, and culminate in an afternoon of Round-Table discussions where attendees can address specific questions and concerns with USG representatives.
About the Presenters
Assistant Secretary for Export Administration Kevin Wolf will provide in-depth information on realigning the control lists and the new 600 series. In addition senior BIS officers, export policy and regulatory specialists, and representatives from the Departments of State and Defense will give detailed instruction on specific aspects of the new rule. The presenters will be available throughout the seminar to answer your questions. In addition, BIS technical licensing officers will be present at the Round Table Discussions on May 10.

The program will be held at the “Crystal Gateway Marriott”, 1700 Jefferson Davis Highway, Arlington, VA 22202. Registration will open at 8:00am on May 9. Continental breakfast will be available at 8:00am. The program will begin at 9:00am and end at 4:30pm on both days.
