Diminishing Manufacturing Sources and Materials Shortages (DMSMS) Cost Metrics Survey

 

The U.S. Department of Commerce, Bureau of Industry and Security (BIS), in coordination with the Department of Defense's (DOD) Defense Standardization Program Office (DSPO) is conducting a survey and assessment of the costs associated with resolving Diminishing Manufacturing Sources and Materials Shortages (DMSMS) issues within DOD programs and systems. The data collected will be used to develop a report similar to the 2010 DMSMS Cost Metric Assessment, available on the BIS website. It will also be used to update the DMSMS Guidebook, SD-22, to meet the cost avoidance and should-cost reporting needs of program managers and DMSMS Management Teams across the defense community.

Obsolescence issues have become an increasingly important issue confronting a growing number of programs and systems as they move into a sustainment phase in their lifecycles. A better understanding of the costs associated with resolving these obsolescence issues is needed to more effectively manage the sustainment costs of critical programs and systems.

The survey is designed to provide information on companies, universities, non-profits, and government facilities supporting DOD programs and/or systems facing DMSMS-related issues. Resolutions to DMSMS issues have been divided into nine general solution categories including solutions such as simple substitute and redesign/system replacement. Your participation is vital to ensure a comprehensive dataset for the assessment.

Response Obligations

Your organization has been identified as providing DMSMS-related support for DOD programs and/or systems and is required by federal law, under 50 U.S.C. App Sec 2155, to complete this survey within 30 days.
