Aerospace: Jurisdiction and Regulatory Changes
This session will focus on lessons learned following the effective date of the Initial Implementation of Export Control Reform rule, with a focus on provisions affecting military aircraft and related items and military gas turbine engines and related items.

Anatomy of an Investigation
The Office of Export Enforcement will take you through a full criminal investigation. We will bring you from case inception and development all the way through prosecution and final disposition. This forum will allow exporters to see and understand the complexities and differences between a crime and an administrative violation.

Automated Export System Changes
This panel will discuss how regulatory changes and system modernization efforts have impacted reporting Electronic Export Information in the Automated Export System (AES). Attendees will hear presentations from a statistical (Census), enforcement and IT-related (U.S. Customs and Border Protection), and export control (Bureau of Industry and Security) perspective.

Case studies in "specially designed"
This panel will examine implementation questions that have arisen in the course of applying the new definition for "specially designed" to classifications under the Export Administration Regulations. This panel will include a series of case studies to highlight the application of the definition, including the different tracks that can be used when reviewing the definition of "specially designed" depending on the specifics facts involved with a particular item. In addition, the panel will highlight training resources that are available to assist your understanding and application of the definition of "specially designed."

Cyber Threats to Industry
This panel focuses on the evolving world of cyber threats and how they relate to export compliance. The session will include expert discussion and presentations on malicious cyber activity, exploitation techniques and how this growing threat has an immense national security and financial impact on the United States. Panelists from the U.S. Government will discuss issues ranging from cyber security best practices such as the new NIST Cyber Security Framework to mechanisms for reporting cyber crimes via the FBI's iGuardian reporting portal. Additionally, the panelists will explain mitigation and response resources available from the Department of Homeland Security as well as other USG Agencies. This discussion will also highlight the critical need for greater cyber activity reporting from the exporting community as a whole.

Commodity Jurisdictions
Representatives of the Departments of Commerce, Defense, and State will discuss the Commodity Jurisdiction interagency review process, including tips on how applicants can submit a complete CJ package.

Diversion: Concerns and Best Practices
Three of the BIS Export Control Officers (ECOs) operating overseas under the Office of Enforcement Analysis will describe their roles, regional compliance perspectives and best practices for exporters in China, India, and Russia. Discussion will focus on bona fides issues related to civil v government/military end users, License Exception STA, and proscribed parties (e.g., Entity List). These officials, who also have regional responsibilities, play a unique and critical role in the fight against proliferation.

European ICP requirements, global licenses, and general licenses
Officials from the German Federal Office of Economics and Export Control (BAFA) will discuss Internal Compliance Programs, and current practice/policy with respect to the types of authorizations – global licenses and general licenses (license exceptions).

Regulatory Review
The Bureau of Industry and Security (BIS) is currently undertaking a retrospective review of its regulations to determine how they may be clarified or streamlined, and is also formulating new regulations to keep abreast of changes in the multilateral export control regimes. In this session, the staff of BIS’s Regulatory Policy Division will review the regulations that have been published and those under development that are not directly related to Export Control Reform, including rules implementing changes agreed by the Wassenaar Arrangement and the Australia Group.

Sanctions
Senior interagency personnel from BIS, the Department of State's Office of Terrorism and Economic Sanctions Policy (TFS), and the Department of the Treasury's Office of Foreign Assets Control (OFAC) will discuss export licensing policy with regard to countries, entities, and individuals subject to sanctions. Panel members will address sanctions within the context of U.S. foreign policy and national security concerns and provide an overview of recent changes to licensing policy.

Satellites: Discussion of Final Rules
This panel will discuss the new rule dealing with how spacecraft and related items will be controlled on the Commerce Control List (CCL). Such items will be controlled by new Export Control Classification Numbers (ECCNs) 9A515, 9B515, 9D515, and 9E515 and by existing ECCNs.

STA Compliance and BIS Reviews
Panelists will discuss lessons learned from implementation to date of license exception Strategic Trade Authorization (STA), and explain the review procedures that are being used.

State Department Directorate of Defense Trade Controls Update
Department of State Policy, Licensing, and Compliance officials have been invited to discuss developments related to the International Traffic in Arms Regulations, including implementing Export Control Reform.

Transshipment: Concerns and Best Practices
Three of the BIS Export Control Officers (ECOs) operating overseas under the Office of Enforcement Analysis will describe their roles, regional compliance perspectives and best practices for exporters in Hong Kong, Singapore, and the UAE. Discussion will focus on bona fides issues relating to intermediaries and trading companies in transshipment countries, License Exception STA, and proscribed parties (e.g., Entity List, Unverified List). These officials, who also have regional responsibilities, play a unique and critical role in the fight against illicit diversion.

BIS Online Services
Learn about online services and online training provided through the BIS Website. The staff of BIS's Office of the Chief Information Officer will be there to demonstrate and answer any questions pertaining to the SNAP-R Online Registration and Self-Management System and SNAP-R enhancements. In addition, you may explore the electronic Export Administration Regulations (e-cfr) hosted on the Government Printing Office’s website and learn helpful tools and search techniques.

Internet Café and Meeting Space
An internet café will be open to provide internet access and printers. Program materials will be available on the computer desktops for you to download to the provided flash drive or print.

Exhibit Hall
The Exhibit Hall will be open throughout the entire conference, Tuesday, July 29-Thursday, July 31. Check the conference agenda for hours. The extended duration of the exhibit hall this year will provide ample opportunities for attendees to speak at length with industry and government service providers. Private sector and U.S. Government exhibitors will be on hand to present the services they offer to help companies meet various export control responsibilities and marketing goals. Such services include global logistics management, compliance strategies, and education and counseling on international trade management and regulations. Invited U.S. Government exhibitors include Bureau of Industry and Security’s Outreach and Educational Services and Treaty Compliance Divisions, Department of Homeland Security, U.S. Commercial Service, Trade Promotion Coordinating Committee Export Pavilion, Bureau of the Census, and the National Customs Brokers & Forwarders Association of America, Inc.

Roundtables and Open Forums
Throughout the day there will be roundtable and open forums designed to permit attendees to move about, listen engage in discussion and interact with colleagues and government representatives on several important topics.


Open Forums
The open forums will run from 9:00am-11:00pm and then continue from 1:00pm-3:30pm.

U.S. Munitions List to Commerce Control List Open Forum
Assistant Secretary Kevin Wolf has hosted weekly teleconferences to keep the exporting community informed of each step of the work being done to transfer items from the Munitions List to the Commerce Control List. This open forum provides an in-person extension of that effort. This part of the conference will give exporters the opportunity to ask questions and give input directly to Assistant Secretary Wolf as well as regulatory policy specialists and key engineers who have been working to bring this effort to fruition.

This Open Forum on Thursday, July 31, 2014, will also be accessible to callers as a teleconference, in listen only mode, instead of the weekly Wednesday teleconference. The regular phone lines listed below, with the same participant code, will be open for Assistant Secretary Wolf's forum from 9:00-11:00 a.m. and from 1:00-3:30 p.m. Eastern Time. Encryption Controls and Information Security Session with Question & Answer Period – Morning Session
This session offers a discussion of recent issues related to the encryption provisions of the Export Administration Regulations, new Wassenaar Arrangement controls in Categories 4 and 5, and Country Group E:1 deemed export licensing issues. Following a brief presentation, licensing specialists will be available to answer questions.

Encryption Controls – Afternoon Round Tables Session
This session offers one-on-one and small group counseling on the encryption provisions of the Export Administration Regulations with staff of the BIS Information Technology Controls Division.

Roundtable Discussions
A full day of specific topic roundtables will give attendees the opportunity to meet and network with officials of BIS and other agencies as well as export control peers in an informal setting. There will be four (4) one-hour sessions throughout the day from 9:00am-10:00am; 10:30am-11:30am; 1:00pm-2:00pm; and 2:30pm-3:30pm. You may participate in all sessions, but to provide sufficient opportunities for all you are required to select a different table for each session. There will be program material to identify the topic of discussions and facilitator for each table. The tables will be numbered and this event will be on a first come, first served basis.
