The Office of Technology Evaluation evaluates how effective the dual-use export control system is in ensuring that items subject to a BIS licensing requirement are exported in compliance with the EAR.
Each quarter, OTE measures exporter compliance with the EAR by reviewing the entire compilation of export transactions reported through the Automated Export System (AES) and determines the percentage of those transactions that are compliant with the EAR. Based on these findings, BIS takes actions to mitigate or resolve non-compliance findings (i.e., counseling, outreach, warning letters, and enforcement referral).
BIS DATA PORTAL
The Office of Technology Evaluation (OTE) of the Bureau of Industry and Security (BIS) analyzes U.S. export data subject to the Export Administration Regulations (EAR). BIS license application data and global trade information to assess data trends and inform export policy decisions. OTE compiles much of its analyses into statistical reports used often by BIS staff. This data portal provides excerpts from these statistical reports in one location, along with data sets that enable the public to perform analyses of exports and licensing on their own.
