The Office of Technology Evaluation evaluates how effective the dual-use export control system is in ensuring that items subject to a BIS licensing requirement are exported in compliance with the EAR.

Each quarter, OTE measures exporter compliance with the EAR by reviewing the entire compilation of export transactions reported through the Automated Export System (AES) and determines the percentage of those transactions that are compliant with the EAR. Based on these findings, BIS takes actions to mitigate or resolve non-compliance findings (i.e., counseling, outreach, warning letters, and enforcement referral).
