What is required to create a new SNAP-R account with Personal Identification Number (PIN) holders?
There are two different types of SNAP-R accounts, Company and Third Party. Accordingly, there are two different types of certification letters. In order to create a new SNAP-R account, you must submit a “Company” or “Third Party” certification letter. Acronyms and/or abbreviations for the company’s name are acceptable only if they represent the legal name of the company. The standard language contained in the certification letter template must not be altered except for the first line under “company” where the name of the company/individual (when the applicant is a person and not associated with a company) is to be inserted.
What is required to add a new PIN holder(s) to an existing SNAP-R account?
Same as above.
How will I be notified once my PIN and the CIN are processed?
BIS will contact each individual via telephone. A message will be left if the individual is clearly identified on the voice message. If the individual’s direct e-mail is provided, they will be contacted via e-mail. Note: Each PIN holder will receive their respective CIN/ PIN assignments via separate e-mail messages.
My company has moved to another location within the same state and I need to update my SNAP-R account. What do I need to do?
If active PIN holder information remains the same, provide written notification of the address change on company letterhead including the current CIN. Include both the original and new addresses. A new certification letter is not required for a change of location within the same state.

- A new CIN must be assigned if there are active PIN holders on your account. Therefore, a new certification letter is required. Provide names of all active PIN holders and any additional PIN holders you request.
- If there are no active PIN holders, only written notification on company letterhead is required. The request must be signed by an officer of the company who is authorized to submit the certification letters for the company and to bind the Company to the conditions and obligations set forth on the SNAP-R Company’s Certification Letter.
My company’s name has changed; the first letter of the new name remains the same as the first letter of the old name (e.g., from Intelligent Imaging Systems to International Biometrics Corporation). What do I need to do to update my SNAP-R account?

- If there are no active PIN holders, only written notification on company letterhead is required. Notification must be signed by an officer of the company, who is authorized to submit the certification letters for the company and to bind the Company to the conditions and obligations set forth on the SNAP-R Company’s Certification Letter.
My company’s name has changed; it is a minor change in the name of the company. The first letter of the name and the rest of the name remain the same (e.g., Imex, Inc., to Imex Corp. (or LLC, LLP.) What do I need to do to update my SNAP-R account?
- A new CIN is not required. Provide written notification on company letterhead including the current CIN. The request must be signed by an officer of the company, who is authorized to submit the certification letters for the company and to bind the Company to the conditions and obligations set forth on the SNAP-R Company’s Certification Letter.
I would like to submit applications on behalf of another company. How would I set up an SNAP-R account to accomplish this objective?
- A third party certification letter is required. The standard language contained in the certification letter template must not be altered except for the first line under “company” where the name of the company/individual (when the applicant is a person and not associated with a company) is to be inserted.
Note: Third party certification letters can list employees of client(s) as PIN holders.
The current SNAP-R system design prevents companies utilizing third party filers from accessing any of the work items that are submitted by the third party on their behalf. As a result, if an individual representing the client company requires access to any SNAP-R submission made to BIS by the third party entity, the following guidance is provided:
Based on current SNAP-R system and security requirements, none of the employees of the client company will have any access to any of the work items submitted to BIS by the third party entity on their behalf. In order to allow access, the third party entity needs to submit a third party certification letter requesting PIN assignments for all individuals employed by the client company that will require access to the SNAP-R system for work item submission to BIS. The only additional requirement of the third party entity would be to ensure that the client company has a CIN prior to any work item submissions to BIS on behalf of that client to satisfy the requirement that all third party "filers" positively identify the "applicant" they are submitting on behalf of.
What information is required if I only need a Company Identification Number (CIN)?
- You must submit a written request on company letterhead. This request must be signed by an officer of the company who is authorized to submit the certification letters for the company and to bind the company to the conditions and obligations set forth on the SNAP-R Company’s Certification Letter.
I would like to submit applications on behalf of another company. How would I submit a request for a CIN on behalf of a client?
- Provide a written request from your client on their company’s letterhead. Request must be signed by an officer of the company, who is authorized to submit the certification letters for the company and to bind the Company to the conditions and obligations set forth on the SNAP-R Company’s Certification Letter.
I am the parent of a worldwide multinational company. I would like to submit applications on behalf of my subsidiaries? How can I accomplish this through SNAP-R?
- Each subsidiary company must submit a first party certification letter denoting all parent company employees that will require SNAP-R access. At least one employee representing the parent company must establish a user account for each subsidiary company they wish to have access to their SNAP-R work items. Note: Parent companies that do not want their subsidiaries to have SNAP-R accounts must know that their subsidiaries will not have access to any parent company work item submissions. If a parent company wants access to their subsidiary’s work items, a Company Certification Letter from its subsidiary is required which lists PIN holders from the parent company and PIN holders from its subsidiary. If a parent company does not want its subsidiaries to have PIN(s), a Company Certification Letter from subsidiary listing only PIN holders from the parent company is required.
How do I get access rights to work items reassigned and/or inactivate PIN holders?
- You must send a written request on company letterhead. Provide the CIN, the name of the PIN holder to be inactivated and the PIN holder to receive the access rights. Access to SNAP-R work items is only permissible for those individuals with PINs associated with the same company identification number. The PIN holder who creates the work item is the owner of the work item and by default is initially granted sole administrative rights to the work item. Important Note: SNAP-R users should establish additional user access for every work item submitted to BIS by selecting the "Manage User Rights" link from either the "View", "Edit" or "Submit" work item screens to ensure that multiple PIN holders for the same CIN have access to each work item. This access should minimize future access issues when the work item originator is either not available or has terminated employment with the company and the need arises for another individual in the company to access the work item.
- The written notification must be signed by an officer of the company, who is authorized to submit the certification letters for the company and to bind the company to the conditions and obligations set forth on the SNAP-R Company’s Certification Letter.
