SNAP-R allows users to submit export license applications, commodity classification requests, encryption registration, reexport license applications, and license exception AGR notifications via the Internet. You must have a Company Identification Number (CIN) and an active user account to access SNAP-R. The procedures and requirements for obtaining a CIN and user account are set forth below.
BIS has implemented an on-line registration system for obtaining a Company Identification Numbers (CINs) and active user accounts. Additionally, users are provided the ability to keep the information in their accounts current via the self management portion of the system.
Prior to this implementation the registration process required paper submissions of certification letters. Certification letters were also required for any account updates; such as company name changes, company change of address, the addition or removal of users on the account, as well as any change to user information. It was labor intensive and time consuming for both the user as well as for BIS.
Every applicant who requires authorization to use SNAP-R will be assigned a CIN. In order to submit electronic requests in SNAP-R, an applicant must register with BIS via the on-line registration process by entering the requested information and agree to the stated terms and conditions. The individual submitting the information will be designated as the account administrator, who has the same abilities within SNAP-R as other users in the system, but additional have the responsibility and authority to maintain the account via the self management portion of the system.
Account Administrators have the following abilities within the self management portion of the system:
Acronyms and/or abbreviations for a company's name are acceptable only if they are the legal name of the company.
A post office box number will not be accepted as a valid company address.
A third party is an entity that makes submissions on behalf of applicants (e.g. law firm or consultant). In order for third parties to be authorized to submit electronic requests to SNAP-R for an applicant they represent, they must also register via the on-line registration system just as any company (or first party) would.
The third party submitter will need to obtain the CIN from the exporter or reexporter on whose behalf they are submitting applications. If the exporter or reexporter (applicant company) does not have a CIN, then the applicant company or third party submitter must obtain a CIN via the on-line registration process.
Note: Any company that has submitted an application to BIS will already have a BIS assigned CIN on file and, if requested, the applicant and/or third party company may verify this information by contacting the BIS’s Exporter Services at 202-482-0062.
Users should protect their password at all times:
NOTE: Account Administrators should deactivate users immediately whenever they leave their company or otherwise cease to be authorized by the company to submit applications via SNAP-R on their behalf.

The first step to obtaining your CIN is to enter your information and agree to the Terms & Conditions for using the SNAP-R system as stated on the following registration form.
