Export Control Reform (ECR) Analysis

Since the implementation of Export Control Reform (ECR) in October 2013, OTE has analyzed the licensing and export data now under the purview of the Commerce Control List. Items transferring from the ITAR to the EAR are now identified on the CCL under new Export Control Classification Numbers (ECCNs) known as either 9x515 or the 600 series. Additionally, exporters are able to ship these items using the Strategic Trade Authorization (STA) license exception.

Provided in this section are monthly reports of ECR licensing and export trends; as well as a breakdown of the Strategic Trade Authorization use.
