The License Processing: Fundamentals of License Decision Making course is designed to teach participants the fundamental decision making skills involved in license processing. The course will focus on the various technical and policy analyses that are performed by a licensing officer and the mechanics of an interagency review process. Dispute resolution of problematic export cases will also be covered. Participants will use the LOIS software in a hands-on mode to improve their license review skills. At the end of the course, participants will understand the technical and review elements of a "world-class" licensing system.

- initial analysis including the review of the application, verification of commodity classification and screening the end-user against the denied-parties list.
