This interactive training tool and job aid was developed to assist industrial export administrators in the development of their own internal control programs. The internal control program tool walks the export administrator through a series of self-paced training activities during which the fundamentals of an internal control program are explained and the aspects of administering such a program are described. The tool's main functions are to train the export administrator on the need for and the elements of a good internal control program and to assist the export control official in building a customized internal control program manual. The ICP tool produces an Internal Control Program Manual that will effectively meet with administrative needs of the export control officials.
Version 1.0 of the ICP tool is available in the English, Russian and Ukrainian languages.
Version 2.0 of the ICP tool builds on the fundamental aspects of Version 1.0. Version 2.0 includes five additional tools to assist the export control administrator in developing an internal control program. These are first, the Classification Job Aid tool that allows identification of commodity classifications and electronic access to the EU list. Second an Inventory Database for commodity classification. Third, modifiable templates to assist use in implementing aspects of the ICP program. Fourth, a Denied Party Search Tool that the user to screen end-users against a country's Denied Parties List. Fifth, a prototype export control application that provides an electronic interface for submitting export license applications to the license administration.
